Russian Power Industry Restructuring: Consequences for the Household Sector

Statement of the problem
With RAO "Unified Energy System of Russia"'s transition from pilot to active reforms of the industry, problems associated with social and economic consequences of the ongoing transformation, remained poorly investigated. Besides, the reform of the power sector should be realized in accordance with the current institutional reform and structural change in the Russian economy, and particularly with the housing and communal sphere reform. Therefore, it is important to undertake a detailed study of probable consequences of the power sector and housing and communal sector reform for the households.
Research objectives
- To conduct a research and develop a methodology to monitor and forecast a wide range of power sector reform consequences for the household sector.
- On a regular basis, to monitor and forecast the consequences of the power sector reform for the household sector.
What's new in the research
The research seeks to discover the influence of power sector reform on the change in the households' expenditures structure, in terms of regional and type of settlement differences. The research further develops the project realized by the IISP for the State University - Higher School of Economics in September 2002 - April 2003.
Information base
To model social consequences of the growth of prices for power energy, data from the Households' Budget Survey conducted by the State Committee on Statistics, and data of the Russian Longitudinal Monitoring Survey were used.
Research stages
The research consisted of three stages. At the first stage, a methodology was developed allowing to monitor and forecast social and economic consequences of the RAO "Unified Energy System of Russia"'s restructuring. At the second stage, an analysis of these consequences was performed. At the third stage, a monitoring of these consequences was conducted. Final results of the project were presented on June 2, 2004, at the RAO "Unified Energy System of Russia"'s seminar.
