ACCESSIBILITY OF HIGHER EDUCATION:
CHALLENGES FOR TRANSITION COUNTRIES

Transition countries are now facing considerable changes in the scale and mechanisms of functioning of the systems of higher education. The number of students grows rapidly, the role of private financing of higher education increases, the organization of higher education and mechanisms of its financing are under reform. This changes are caused by the social and economic transformation of post-socialist societies, but in their turn influence its course.

The conference seeks to discuss the main tendencies in the accessibility of higher education in transition countries, their factors, achievements and failures in policies of higher education reform in terms of their impact on accessibility, as well as perspective directions and instruments of such policies. Cost-sharing, tuition policies, student loans and other forms of delayed payments will be in the focus of discussion.

Holding of the conference in Russia would allow paying a special attention to the recently started education reform and provide an international expertise of its tasks and instruments.
