September 14-15, 2006: United Nations Population Fund (UNFPA), with support from the Administration of President of the Russian Federation, and in partership with experts from the Lomonosov Moscow State University, Independent Institute for Social Policy, Center for Demography and Human Ecology, "Business Russia" Association, held the international seminar "Low Fertility in Russia: Challenges and Strategic Approaches".

The discussion sought to explore fertility trends and population structure in the Russian Federation as compared to other countries; experience of family and fertility policy implementation in Russia and other countries; strategic aspects aimed at increasing fertility in Russia. Results of the seminar would contribute to development of national family and fertility policy in Russia.

June 26, 2006: News from the Consumer Sentiment Index project - CSI regular information analytical bulletin (May 2006) and thematic analytical issue "Consumer preferences of the population" (May 2006) were posted at the website.

June 26-27, 2006: The first meeting of participants of the projects "Comparative study of the Russian and French GGS" and "Social policy towards modern family in the context of marital-family relations" (INTAS grant towards implementation of the Russian, Georgian, Lithuanian and French GGS) was held in Paris. Russia was represented by: S. Zakharov, L. Prokofieva, O. Sinyavskaya, S. Surkov.

June 13-14, 2006: methodological seminar for the Social Policy: Realities of the XXI century competition grantees was held at the IISP.

May 30, 2006: Conference "Pension Reform: Experience of the Region and Opportunities for Belorussia" was held in Minsk. O. Sinyavskaya made the report: "Pension reform in Russia: peculiarities, lessons, and prospects".

April 27-28, 2006: A workshop of the participants of the second stage of the project Labor Market Policy in the Context of Globalization: Informal Employment (Workforce Development Study of the Global Policy Network) was held in New Delhi, India. O. Sinyavskaya presented the interim report on the results of the study of the dynamics "goos" and "bad" jobs in Russia. See presentation of the report.

April 6, 2006: On April 4-6, 2006, VIIth International conference "Modernization of the Economy and the State" was held by the State University - Higher School of Economics in Moscow. IISP research fellows made the following presentations:

March 23, 2006: Social portraits of the Irkutsk region and Ust-Ordynsky automonous disctrict were published in the Social Atlas of Russian Regions.

March 22, 2006: Second annual conference within the Support to Poverty Reduction in Leningrad Oblast (SPRILO) Program was held in Saint-Petersburg: "Poverty in Russian Federation - Regional Analysis". Report on the sample survey of household welfare in Leningrad Oblast was presented by IISP research fellows.

March 20, 2006: An update of the section "Economic condition and budget policy" in the Social Atlas, with the 2003-2005 data now. The section presents a more detailed discussion of the economic inequality of the subjects of the Russian Federation and its dynamics, as well as the dynamics of economic growth, regional variations of the share of market and nonmarket services in the GDP are demonstrated, for the first time investments into regions are analyzed, data and analytical comments on other themes were also updated.

January 31, 2006: A social portrait of the Kaliningrad region was added to our Social Atlas of Russian Regions.


Independent Institute for Social Policy announces its Fifth grants competition to support innovative research in social policy within the "Social Policy: Challenges of the XXI Century" program. Deadline for proposals: January 25, 2006.

November 15, 2005: a roundtable discussion "Child Poverty in Russia" was held by UNICEF, at which results of the research conducted for UNICEF by IISP colleagues were presented. IISP staff took part in the discussion: T. Maleva, L. Ovtcharova, D. Popova, N. Zubarevich.

October 28, 2005: The ARETT conference "Russia in a quarter of a century - the strategy of development" was held. T.Maleva made the report "Social development of Russia: from the periphery to the epicenter of political agenda" [see presentation of the report].

October 27, 2005: Tatyana Maleva, IISP Director, was awarded the degree of Doctor of Business Administration, the highest degree in business education. This is one of the first twelve DBA in Russia.

October 19-20, 2005: The International academic conference "Planning of reforms and institutional change in Russia" was held in St. Petersburg. T. Maleva made the report "Reform of social benefits: first lessons and long-term effects" [see presentation of the report].

October 6-8, 2005: In Istanbul, the 4th annual meeting of the Informal working group of the countries - participants of the international Generations and Gender Programme was held. September 19, 2005: A roundtable discussion devoted to Ways of Improving the Pension System was held at the Pension Fund of the Russian Federation. T. Maleva and Ye. Gontmakher made the presentation "On the State and Prospects of the Pension System in the Russian Federation".

September 14, 2005: Working seminar of the GGS project participants was held at the IISP. The following presentations were made: ananysis of retrospective demographic data and contextual databases (by S. Zakharov), personal and value indicators in the GGS database (by V. Magun), mechanisms of decision-making in partnerships according to GGS data (by O. Sinyavskaya and D. Ibragimova).

September 7-10, 2005: XV Economic Forum was held by the Institute for East European Studies (INSTYTUT WSCHODNY) at Krynica-Zdroj (Poland). Tatyana Maleva made the presentation "The Last Come First: Would Central and East Europe Become Mecca for European Reformers of Pension Systems?"

August 30, 2005: IISP opened its Database on Mechanisms of Healthcare Financing and Management in Russian Regions.

August 26, 2005: A social portrait of the Republic of Chuvashia was published in our Social Atlas of Russian Regions.

July 15, 2005: IISP started the 2nd stage of the project Labor Market Policy in the Context of Globalization: Informal Employment (Workforce Development Study of the Global Policy Network): June 2005 – May 2006.

July 10, 2005: Within the Generations and Gender Program, IISP launched a new survey: FAMILY STRATGIES, BEHAVIOR IN THE LABOR MARKET, AND FERTILITY IN MODERN RUSSIA. The project won the competition Multidisciplinary Research and Intermediation Initiative of the Global Development Network), held by the Economics Education and Research Consortium.

July 8, 2005: Within the Generations and Gender Program, IISP launched a project seeking to develop contextual databases in Russia.

July 5, 2005: The project "Monitoring and Forecast of Long-Term Effects of the Power Industry Reform for the Household Sector" was finished. Results of the research were presented by L. Ovtcharova at the workshop held by the RAO "Unified Energy System of Russia". Final results of the project were approved by the customer.

June 28, 2005: A social portrait of the Krasnoyarsk Region (together with Taymyr and Evenkia Autonomous Districts was added to our Social Atlas of Russian Regions.

June 21-22, 2005: In Geneva, Switzerland, UNICEF held a meeting devoted to “Child poverty in the CEE CIS region: research design in selected countries”. Research results of child poverty in Moldova, Russia, Roumania, Serbia and Montenegro, Tadjikistan, Turkey were discussed.
Russia was represented by Carel de Rooy, UNICEF Representative in the Russian Federation and Belorussia, and Lilia Ovtcharova, IISP research co-director.

June 22, 2005: A social portrait of the Kursk Region was added to our Social Atlas of Russian Regions.

June 13, 2005: At the National Institute for Demographic Research (INED, France), presentation of the project "Parents and Children, Men and Women in Family and Society" within the international Generations and Gender Program, was held. Presentations were made by: Tatyana Maleva, Sergey Zakharov, Oxana Sinyavskaya.

    January 21, 2005:The Independent Institute for Social Policy announces that the first wave of the Russian Generations and Gender Survey has been accomplished. This survey covering more than 11,000 respondents from more than 11,000 Russian households becomes one of the largest sociological surveys in Russia. You can find more detailed information about this survey in the newsletter and the GGS questionnaire and manual at the project web-site.

    January 20, 2005: The InterFax Information Agency held a press-conference on monetization problems. The conference brought together members of the Association of Russian Economic Think Tanks. Tatyana Maleva and Lilia Ovtcharova represented the IISP.

    November 23, 2004: Transcripts of presentations from the international conference "Accessibility of Higher Education: Challenges for Transition Countries" held on June 29-30, 2004, in Moscow, are published at out website.

    November 18, 2004: On December 7, 2004, at 5 p.m. the IISP will hold a seminar devoted to Social and Economic Consequences of Reforms for Russian Regions. A wide range of reforms (those already launched and at the draft stage) relevant for regional development are to be discussed: the municipal reporm, the monetarization of benefits, the possible consolidation of regions. Experts from the IISP, Center for Fiscal Policy, Institute of Urban Economy, Academy of National Economy and other research institutions dealing with socio-economic and budgetary-financial aspects of Russia's regional and municipal development would take part in the seminar.

    July 12, 2004: Information about a new large-scale IISP project is available at our Research Projects pages: "PARENTS AND CHILDREN, MEN AND WOMEN IN FAMILY AND SOCIETY" (within the Pan-European Generations and Gender Programme/Survey). The pilot stage was implemented in Oct-Dec 2002.

    July 12, 2004: The final analytical report to the "Targeted Social Policy towards People with Disabilities: Perspectives and Directions of the Reform" project has been completed (project conducted in Sept 2003 - Apr 2004).

    June 1, 2004: IISP launched a new research project Accessibility of Social Programs and Services for the Population of Russia: Scale and Inequality (June 1, 2003, - March 31, 2005).

    May 24-26, 2004: in Spetses, Greece, the Third annual meeting of the informal working group of the Generations and Gender Programme (http://www.unece.org/ead/pau/ggp/tmiwg/Welcome.html) was held. Representatives of 25 countries - participants of the programme took part in the meeting. Russia was represented by O. Sinyavskaya (IISP), S. Zakharov (Center for Demography and Human Ecology), O. Antonova (State Committee on Statistics, RF). O. Sinyavskaya and S. Zakharov made a presentation on the progress of the project in Russia.     December 22-24, 2003: a joint UN workshop on "Social Integration of Youth with Disabilities" was held in St.Petersburg by UN Department of Economic and Social Affairs and CIS Executive Committee. S.Vassin and O.Sinyavskaya, participants of the IISP project "Targeted Social Policy Towards People with Disabilities: Perspectives and Directions of the Reform", made a keynote presentation. On the basis of conclusions of the report recommendations were made to the governments of contracting CIS states.

    December 15, 2003: T.Maleva's interview on the labor market

    December 11, 2003: IISP has launched a new program "Social Atlas of Russian Regions".

    The program addreses several goals:

    • it would allow researchers to identify different types of regions depending on their social features and agenda;
    • investors would be able to evaluate the level of social tension, human capital, and social infrastructure to build optimal strategies for business development in the regions;
    • policy-makers would get quantitative and qualitative estimations of the existing problems to develop adequate social programs;
    • teachers and students would get familiar with the current trends of regional development and see the differences in social development in such a big transition country as Russia.
    The IISP web-site would present:
      • analytical and cartographic materials on a wide range of social and economic problems in the regional dimension,
      • analytical descriptions of social situation in the subjects of the Russian Federation,
      • various integral indexes of social and economic development of the regions.
    The first results would be published at the IISP site in the middle of February, 2004, and then be regularly updated up to September, 2005. The Program also would issue a CD "Social Atlas of Russian Regions" with the analytical and cartographic materials.
